On February 17, 1865, General William Tecumseh Sherman’s Union Troops marched into Columbia, the capital of South Carolina. T.J Goodwyn, Columbia’s Mayor, surrendered the city to him that morning. The mayor requested of Sherman for the citizens of Columbia to be treatment accorded by the usages of civilized warfare as well as the placement of guards to maintain order in the city and to protect the persons and property of the citizens.
